Meet Dr. Norby


Dr. Clinton Norby grew up in the western United States, completing his undergraduate education at Brigham Young University in Provo, Utah and dental school at the University of Maryland. Following five years of extensive oral and maxillofacial surgery training at the University of Iowa in Iowa City. Dr. Norby now enjoys performing the full scope of contemporary oral and maxillofacial surgery. Dr. Norby joined the practice of Oral Surgery & Implant Specialists in July 2011.

Dr. Norby is a member of the American Association of Oral and Maxillofacial Surgeons, the American Dental Association, the Iowa Dental Society and the Sioux City Dental Society.

Outside of spending time with his wonderful wife, Emily, and keeping up with their 6 children, Dr. Norby enjoys skiing and attending to his very own honeybees!

Meet Dr. Phillips


Dr. Nathan Phillips was born and raised in Lake Jackson, TX. He graduated from Brazoswood High School and is a proud Buc Alumni. Dr. Phillips attended the University of Houston and studied Biology and Psychology. He achieved early acceptance into the University of Texas Dental Brand in Houston and earned his Doctor of Dental Surgery (DDS) in 2004. Following dental school, Dr. Phillips accepted a commission in the United States Army and was assigned to Ft. Lewis, WA. While in the Service, he completed a 1 year advanced education in general dentistry where he developed a love for oral surgery. Continuing his studies, he completed his Oral and Maxillofacial Surgery residency at Madigan Army Medical Center in 2010, which included a 4-month facial trauma rotation at East Texas Medical Center in Tyler, TX. Dr. Phillips joined Oral Surgery & Implant Specialists in the summer of 2017.

Dr. Phillips is a board-certified oral and maxillofacial surgeon. He is a member of the American Association of Oral and Maxillofacial Surgeons, the American Dental Association and the Sioux City Dental Society.

In his free time, Dr. Phillips enjoys taking walks with his pride and joy, Dalmatian, Ramseys. He and his amazing wife, Rachel, have five children together. Did you know Dr. Phillips once camped in an igloo on Mount Rainier!


Meet Our Practice Leader


Anne (Bales) Maaske, RDA, CDA, EFDA, ACLS, was born and raised in Sioux City, Iowa. She graduated from Western Iowa Tech’s Dental Assisting program in 2005 and spent 17 and a half years with the same general dentist, serving as office manager for 10 of those years, before joining OSIS in September 2022. With extensive experience in both the surgical and restorative phases of implant dentistry, Anne brings a well-rounded perspective to every patient’s care. Her leadership and expertise were recognized in 2025 when she received the Outstanding Leadership Award.

Outside of work, Anne loves cheering on her younger children at their sporting events and spending time with her husband, Rob; their four children and dogs, Herky and Coco Baby.

Fun Fact: Anne is a passionate Iowa Hawkeye Fan. Go Hawks!!
